Is it possible to for me to create a file in your .mss format (I believe it is an XML based text file) to use to create a new Setlist. 

I have to create a Setlist with over 200 songs in it so don't really want to go thru the process of finding every song one by one thru the usual Setlist Editing process.  I already have a Excel and a .txt file with the names of all these songs I want in this Setlist so is wondering whether there is a simple way I can create the .mss file so I can just use that to setup the Setlist.

Just export a setlist to .mss (Share->Export song list) and look at the XML format in a text editor such as notepad++. You'd need to include all of the fields shown in the .mss file and structure it in the same way.
