I've never seen the pencil being treated like a finger before.Yes, sometimes I couldn't even enter the annotation mode by tapping the Apple Pencil because it would zoom the page in and out (I think it was registering as constantly clicked, even though I had my hand off the tablet). This doesn't happen on other apps. Of course I can't get it to happen now either.

I have the same issue on a Samsung Galaxy Tab S9 FE+. In annotation settings, I have "Stylus mode" and "Touch-input" switched on, so I can zoom (2-finger) and move (1-finger) while staying in annotation mode and use the stylus (S Pen) to write annotations. I don't remember seeing the issue when I had "Styllus mode" switched off, but I have not tested it.
