Well, the setlist tab is already a collection (for setlists). But I understand that you want more or less a setlist for your setlist-medleys? That's not convenient or possible this way, I think.
I rather suggest that you don't organize your medleys as a setlist but as songs. Just create a song with the name xyz medley and add the files of the songs you want to use in the medley in the file tab. It's maybe not obvious but you can add more than one song/file to a song in MSP.
After that you can organize your medleys like any song in collections and setlists.
