I'm not seeing any issues with copying and pasting annotations, so I'm going to need more information:

1) Is this happening with every annotation you are testing? If you just add a new freeform annotation, select it, tap copy, long press and select paste, is that not working for you?
2) Are the annotations in question embedded PDF annotations?
3) Do you have stylus mode enabled? Are you using a stylus at all?
