From I've read, this is almost certainly due to changes in Android 4.3, though it's arguable whether we can call it a bug; it's more of a reimplementation. For example,

If this is what's going on, there will probably be issues with any Bluetooth devices on Android 4.3 until app authors have an opportunity to rework their code.
