For anyone else that experiences this problem, try what eljahewa did, or you can try using the .NET removal tool from Microsoft to remove .NET and then manually re-install .NET 4.0. After doing more research, I discovered that this problem happens quite a bit with .NET, and is a result of the installer claiming success when it actually failed.
