You are using an Android device (hence why you are posting in the Android forum), correct? In that case, please do the following:
1) Go to Settings->MIDI Settings and if you have "MIDI Echo" enabled, please disable that
2) Go to Settings->MIDI Settings->Configure MIDI Connections and switch the MIDI library to Google. Now tap the input and output ports that show up to connect to them. Now repeat the MIDI tests. If this does not work, you can also try the USB high-performance MIDI library
