I'm thinking of migrating from an old Windows tablet to a new iPad. Is this possible? I understand that I will have to buy another license, but is it possible to migrate from my .msb backup file or another process?

Yes. Make a backup that includes your settings on the Windows machine. Then copy the backup file to your iPad and restore the library from the backup on your iPad
