I have some etudes books that seem to have pdf bookmarks already, since they appear in the dropdown at the bookmarks button. I'd like to know if I can take the TOC from the book and use it to link to where the bookmarks take you to, or in some other way have a clickable table of contents. I'd like to know this process in the case that I have other etude books that aren't coming in with pre-made bookmarks.

You can import PDF bookmarks as single songs easily by clicking Import > PDF bookmarks.
If you have pdf books without bookmarks you can use the Snippet Tool (see p. 93 of the
Manual), you can manually add bookmarks to the PDF first, and then import it, or you can create an associated CSV file for that PDF (see p. 36 of the manual).

Another great tool for editing and creating PDF bookmarks is JpdfBookmarks.

I can't find that on the app store for mac or iPad
EDIT: I found it on Sourceforge never mind
